Course description
As part of the National Program (PN) Culture 2021-2027, the Administrative Regeneration Plan (PRigA) was adopted which defines a set of actions aimed at the strengthening of administrative and institutional capacityin the relevant sectors of intervention, including staff training.
In this context, the Autorità di Gestione del PN FESR Cultura 2021-2027 of the MiC, in collaboration with theDirezione generale Educazione ricerca e istituti culturali, has defined a training plan for the two-year period 2024-2025 entitled The 2021-2027 programming cycle in the context of development and cohesion policies: elements for process management and control.
The plan is made up of 13 modules, divided into 23 teaching units, for a total of 160 hours of training.
Module 6-B The building blocks of selection procedures under the ESI Funds, environmental requirements, state aid and financial instruments
The Module 6-B is composed by two units:
- Unite 12 State Aid
The unit is dedicated to the treatment of the notions of State aid and the forms and categories of regulated aid which will be followed by a focus on de minimis aid pursuant to Regulation (EU) No. 2831/2023, on aid exempt from notification pursuant to Reg. 651/2014 (GBER) and on the obligations of the grantor. - Unit 13 Financial instruments
The unit is focused on the characteristics and types of Financial Instruments – FI (Funds of funds, Loans, Guarantees, equity, microcredit, etc.) and on the advantages and disadvantages of their use, on the regulatory provisions for 2021-2027 (Regulation (EU) No. 1060/2021). Specifically, the role of ex-ante evaluation is illustrated; the selection criteria for the bodies implementing the FIs; the Financing Agreements; the role of the EIB; the methods of managing the FIs. A focus will be dedicated to loans combined with grants and the concept of a single operation.
Target audience
The training course is aimed at managers and staff of the Officials Area and Assistant Area of the Ministry of Culture who operate in the context of community and national cohesion policies.
Enrolment and use
Registrations to Module 6-B are open from 7 to 24 October 2024 exclusively on MiC course portal. Access to the authorization procedure by the Director on the course portal is possible until 28 October 2024.
