Course description
As part of the National Program (PN) Culture 2021-2027, the Administrative Regeneration Plan (PRigA) was adopted which defines a set of actions aimed at the strengthening of administrative and institutional capacity in the relevant sectors of intervention, including staff training.
In this context, the managing authority PN FESR Cultura 2021-2027 of the MiC, in collaboration with the DGERIC, has defined a training plan for the two-year period 2024-2025 entitled The 2021-2027 programming cycle in the context of development and cohesion policies: elements for process management and control.

Reopening of Module 1 – Planning tools for strengthening administrative capacity in cohesion policies
The first module illustrates the general objectives of strengthening the administration's competences in the field of cohesion policy, as identified in the Administrative Regeneration Plan (PRigA) which is an integral part of the 2021-2027 Culture NP.

The second module provides general framework elements of European cohesion policy.
Reopening of Module 3 – The conclusion of the 2014-2020 EU programming cycle
Module 3 illustrates the rules and requirements for the closure of the NOP Culture and Development 2014-2020.
Reopening of Module 4 – The methodological approach in simplification actions
Module 4 provides the elements of regulatory framework relating to the so-called "Regulatory Framework". Simplified Cost Options (CSOs). In particular, CU 6 focuses on the regulatory developments that took place between the 2014-2020 and 2021-2027 programming cycles, on the advantages of the application of CSOs and on the methods of notification and reporting of expenditure to the European Commission.
Reopening of Module 5 – Planning documents and tools for measuring the effectiveness of implementation
Module 5 illustrates the overall strategy, the strategic and specific objectives, the actions and related financial resources, the orientation to results, the role of indicators and the choices made by the Regional Programs (PR) in relation to the National Program (NP) Culture ERDF 2021-2027.
Target audience
The training course is aimed at managers and staff of the Officials Area and Assistant Area who operate in the context of community and national cohesion policies.
Enrolment and use
Registration, one for each module, are open from 13 to 30 June 2025 on MiC course portal. Access to the authorization procedure by the Director on the training portal is possible until 2 July 2025.
The replicas of the modules will be available on demand from 7 July to 3 October 2025 on the E-lea platform of the Ministry of Culture.
