Article 8 of Law n. 534 dated 17 October 1996

Cultural institutes that are not included in the Three-Year Table in Article 1, law 17 October 1996, n. 534, can receive annual grants. Specifically, Article 8 of the Law dated 17 October 1996, n.534, states that the Minister may make annual grants to cultural institutions that are not included in the Three-Year Table, such as:

  • have performed their activities for at least three years and on the basis of three-year planning;
  • provide relevant services in the cultural field;
  • promote and carry out activities of research, cultural organisation, and publishing activities of a scholarly nature.
  • carry out activities based on at least a three-year plan and have suitable equipment for the implementation of this plan.

The procedures for submitting applications are indicated in the Circular n. 50 dated 23 November 2022, on “Regulations for admission to state grants provided for by Article 8 of law 17 October 1996, n. 534, on 'New regulations for disbursement of state grants to cultural institutions'".

Specifically, article 4 of the Circular n. 50 dated 23 November 2022 regulates the criteria for awarding the grant; the Committee formed to screen applications carries out comparative assessment of all applications submitted and, based on funds available, makes a proposal for allocating the grant, considering the required criteria.

The Administration, taking into account the opinion expressed by the committee with authority, prepares an allocation plan to submit to the Minister for signature.

Pursuant to Article 6, paragraph no. 1 and 3 of Circular n. 50 dated 23 November 2022, beneficiaries are required to submit to the Ministry of Culture – Directorate General for Education, Research, and Cultural Institutes – Service II, exclusively through the electronic platform, a detailed report on the use of the grant, by updating the “Economic Statement” section. The deadline for reporting is set at no later than 180 days after the grant is received.

With the Ministry Decree 22 December 2020, rep. 598, annual grants to cultural institutions were distributed, Pursuant to article 8, law 17 October 1996, n. 534, for the fiscal year 2020.

From 2023 on, the application will be presented from 1 to 31 January of each year.

From 2021 on, the application must be presented electronically, by completing the forms on the platform available here: www.istitutidgeric.beniculturali.it. No other method of submission is accepted.
